Deborah Cooper is Chief Human Resources Officer for Unison Risk Advisors, which includes responsibility for Human Resources operations for all Oswald and RCM&D companies. With over 20 years’ experience building and transforming organizations, Cooper is recognized as a change agent with expertise linking strategy and talent to drive results.

Prior to joining Oswald Companies and Unison Risk Advisors, Cooper held the position of Senior Vice President of Operations and People from 2017-2021 for FRONTSTEPS, a private equity-owned software firm based in Denver CO. At FRONTSTEPS, Cooper held multiple executive roles leading the company’s customer-facing service and solution delivery teams, third-party partnerships, and people operations through a period of significant organic and acquisitive growth and an associated capital raise.

Before her tenure at FRONTSTEPS, from 2009 – 2016 she held senior leadership positions in operations and human resources at Dish Network Corporation, a Fortune 200 company delivering satellite and streaming subscription TV and broadband internet services across the United States. In her roles at Dish, Cooper led organizations ranging from 50-300 employees within the company’s In-Home Services division developing and implementing programs that delivered double-digit improvements in employee performance, retention, and customer satisfaction.

Previous to Dish Network, Cooper gained more than a decade of professional experience in results-driven leadership positions for technology, media, and services companies including DigitalGlobe, Avaya, Johns Manville and Unisys.

Cooper earned her Bachelor of Arts degree in Political Science and History from The University of Michigan and her Master of Business Administration, International Business, from The University of Miami.
